At this year's parliamentary session, Premier Li keqiang made clear that Governments should try to open non-confidential data, in order to use this data to better serve the community, as well as government policy and regulatory services. This is the first time the Chinese Government officially and publicly expressed support for large data.
Before some government departments at various levels in China have been tried out on open data, from the practical standpoint, there are open rules unclear questions, but a general direction: big companies preferred. For three reasons, first of all, big companies with strong technical capabilities and resources. Secondly, the big companies in the data privacy protection is more reliable. Again, the opening must be SME-oriented data through the system. At last, the big companies are not free to use the data to contribute value.
